“He’s got his work cut out for him.”

“He’s got his work cut out for him” a cliche’ that should carry a fine for anyone who uses it describing a sports event.  Exactly what does it mean?  Who cut the work out?  Who first said it?  I’m going to cut out some ZZZZZZZs.  Goodnight
