How many times have you driven down the highway and had to dodge parts of a tire in the road?  It was not long ago that it hit me between the eyes both figuratively and literally.  A hard piece of rubber came flying through the air and shattered my windshield.   Shards of glass glanced off my face.   Some stopped on the dashboard.  Other pieces landed on my bare legs and the floorboard of my Odyssey.  I decelerated into the emergency lane barely able to see through the shattered windshield.  A police investigation indicated the rubber apparently had been kicked up from the pavement by another car before it rocketed into my windshield.   Other than price, I don’t know what the arguments are for allowing vehicles to use unsafe recapped tires.   It does affect me and many, many other motorists.  What can we do about it?
